With over twenty-five years of experience in the education sector, Dr. Bell currently serves as the Director of Constituent Relations at the National Council for Community and Education Partnerships (NCCEP). In this capacity, she focuses on expanding NCCEP's professional learning community, enhancing engagement with GEAR UP sites, and broadening professional development opportunities to maximize programmatic and student impact.

Previously, Dr. Bell held the role of Director of the College Readiness Division at Baltimore City Public Schools, where she provided districtwide leadership for K-12 strategic programming, including overseeing the Baltimore GEAR UP Program. Her responsibilities included spearheading college access initiatives in collaboration with district administrators, principals, school counselors, teachers, and community partners.

From 2007 to 2014, Dr. Bell occupied various leadership positions at the College Board, including Director of Membership Mobilization and Engagement. During her tenure, she focused on organizational outreach and promoting professional development within the college access and success sector. Additionally, she served as Director of College and Career Planning for BigFuture and Director within the National Office for School Counselor Advocacy (NOSCA), leading training initiatives at international, national, state, district, and building levels for education, business, and community stakeholders.

Dr. Bell began her career as a middle school teacher, high school college advisor, and scholarship administrator. She has authored publications for the College Board and is recognized as an expert in college and career readiness and financial aid, featured in outlets such as the Wall Street Journal and Seventeen Magazine.

Committed to service, Dr. Bell serves as the Certified Financial Aid Administrators Commission public representative with the National Association of Student Financial Aid Administrators (NASFAA) and holds the position of Education Board Chair at Notre Dame Preparatory School.

Dr. Bell's academic achievements include a Ph.D., with distinction, in Instructional Leadership for Changing Populations and an M.A. in Nonprofit Management, both earned from Notre Dame of Maryland University. She holds a B.S. in Education from Morgan State University.
